Question

I am totally confused. Dayan Dunner from London, went to India and saw the whole process there. He gave a shiur to women and said that he is convinced that the haircutting is part of an Avodah Zara ritual. Can it be that the ritual has changed in the past 15 years or so? Why are all the Rabbonim giving different answers which makes it extremely confusing for people to understand and know what to do? Who is one supposed to believe? IS IT AVODAH ZARA OR IS IT NOT?????
