tzedaka

Question

Do we have a halachik obligation to give tzedaka to everyone who asks us? For example, meshulachim that come around during davening. On the one hand I feel they are disturbing my tefilah, on the other hand I feel like I'm supposed to give them something. Is there a chiyuv?
