Question

1)Is it okay to for a woman to wear only a bathing suit at a beach if she finds a secluded area? 2)Additionally, is it a problem for her to be seen by a jew or is being seen by a goy also a problem - since the chance that the one or two people that walk by is jewish is quite slim?! thanks for your time
