Water Filters & Borer

Question

B'Kavod, R' CYA indicated in "tap water and borer" (post #9014) that a water filter is not problematic. In post #8979 ("Using water Filter on Shabbos"), AA explained why this is the case for a filter that is connected to the faucet. I had previously learned that there is a difference between on-faucet filters (directly connected to the water lines) and those used in a pitcher (into which one must pour water into a chamber that funnels the water into the filter that drips the filtered water out the bottom, like a sieve). I had also learned that this was a significant issue only when one would not normally consume the water straight from the tap. I am working off the assumption that NYC tap water is not normally consumed (by Torah Jews) because of the current situation. My question is: Is there a halachic difference with regard to borer between on-faucet filtration systems and stand-alone pitcher-based filters? Thank you, Jack D.
