Kavod Harav, Can you kindly please explain what the heter that reb Moshe says on 4 tiphachim of a womens hair to be exposed is ?!? my teacher said the heter is only for emergancies! is that so? also if someone has side burns do they havta cover them? is that included in the 4 tiphachim? thanx so much for your time!!

Answered by Aaron AbadiThe whole statement of Rav Moshe was misconstrued and misunderstood. There is no such thing. If you allow a Tephach (3-4 inches) all around to be uncovered, you barely need to cover as much as a mini-Kippah. A little hair can stick out, but it is directly related to the normal way of dressing of the observant people in the city that you live. AA
