Question

I would like to understand the safek sefeka in the answer you give for yashan,due to the fact that most sephardic rabbinical authorities are strict on yashan starting with harav hagaon Rav Ovadia Yosseph,I would appreciate if you could elaborate a LITTLE more on the subject especially that the SEDE CHEMED has a couple of pages concerning this issue.Thank you ahaid of time.
