Question

Can one have an engagement party during the 3 weeks (not the 9 days). There will be no music or dancing? Is listening to music permitted during the 3 weeks?

1) For Sephardim it is OK. Ashkenazim have a custom not to have a party with music during the three weeks. 2) It is the same as all year, except on Tisha BeAv. AA
