Why is a hot plate treated more stingently than a blech in that you can't put food on it on Shabbat?

A hot plate that can be used for cooking food and is built in that way is treated as a stove or oven, and would require a "Blech" (piece of sheet metal above it) if you want to put hot food back onto this hot plate. AA
