Question

What are the circumstances when birth control is permissible? At times when it is permissible, are there methods permitted for the man to use (instead of the woman)?

It should be used by the woman, with approval from a Qualified Rabbi. Often they will allow it after a birth for a period of time to be ready to do it again. Also, when there are issues of health or whatever. Call a Qualified Rabbi. AA
