BLOCKING A TREIF SHUL

Question

What are the halachas of blocking a shul that a treif rabbi wants to build? There are many issues involved, but the rabbi in querstion is a baal givah and an expert in using the laws he wants. He has often spoken during chazoras hashas and talks when the Torah is taken out and put back. He has no respect for the shul, I have seen him walk in and interrupt Torah discussions to talk about mindane things and he has freinds who mock people poorer than themselves. He wants to use the halachas that shuls cannot be blocked, but such a man cannot be rewarded. What are the laws?
