Question
Rabbi, In regards to one's obligation to give 10% to charity, is it an "obligation" to give 10% , or is that just a guideline in todays time? What is considered charity in terms of ones obligation? schools, only poor people, etc.? If one is not able to cover his own living expenses, if he is receiving money from his family to live because his current income is only meeting 75% of his expenses, is he requred to give 10% of whatever he does make, thereby requiring him to borrow more? Answered by Aaron Abadi10% and up to an ideal 20%. Proper schools, poor people, supporting Talmidei Chachamim in order for them to study Torah (not just any Kollel). Kiruv Rechokim, and projects against Richuk Kerovim. A person who cannot cover his regular expenses is an "Ani," poor man, and is not required to give except on Purim. AA
