"cheap" tefillin

Question

Jonathan's post about buying a "quality" set of tefillin raised a question in my mind. Could you explain what one should look for and what one needs to be careful of, when selecting tefillin? Not to equate tefillin with the Kashrut industry, but I can't help but wonder whether there's a lot of hype built in to the price.

And you can spend a lot yet get non-kosher Tefillen too. Buy only from a very trustworthy Sofer or Rabbi. AA
