Chumrot

Question

"...Whoever looks into the Shulchan Aruch will find that a majority of the laws are Chumrot (extra restrictions) of the Acharonim (later Rabbis) without any basis in Sha"s (the Talmud)..." I am trying to understand this. The way it was translated sounds to me like this - "If one would learn the Shulchan Aruch properly, one would find that alot of the "laws" that people hold by today are actually not real laws but rather chumrot created by Rabbis of later generations, and these chumrot (not being actual laws as stipulated in the Shulchan Aruch) have no basis in Shas." Now if that's what it means, is'nt it accurate. Is'nt that what this website is all about - clarifying what is real Halacha and what is not. If that is not what it means, then what does it mean? Can you possibly post the original text in hebrew? Thanks much.
