cutting

Question

can you cut toilet paper, paper towels,etc on shabbat. does one have to cut not on the perforations? B) why is it ok to have the supermarket cut fish but not the sushi guy. they both cut eel. do you just have to make sure the supermarket guy cleans everything (knife, table)
