Dancing

Question

I started looking through your forum and i noticed what you wrote about chasidim and dancing in the streets. Does that mean it's always asur to dance in the street?What about on simchas torah, or when a new sefer torah is written?I know recently one of the major yeshivos had a chanukas habayis for their new building and many of the leading roshei yeshivos were there and they all danced the sifrei torah into the new building, was this assur? thank you very much for all your time and effort.
