Question

If someone orders food from a resturaunt to be delivered, do the laws of Bishul Akum still apply? There is no way of coming in contact with the chef, and the entire production / delivery process seems the same as food from a factory.

Yes, because tomorrow you can sit at the restaurant and eat it. It needs to be like packaged stuff where it is unreasonable to ever have a connection. AA
