Electricity on Shabbat

Question

The Rav has now twice indicated that there are situations where using electricity is permissible on Shabbat. The first was turning off a clock radio on Shabbat either before or after it sounds, the second was carrying a baby monitor and adjusting the volume on Shabbat. We need some clarification here. 1) Under what circumstances may electricity on Shabbat?
