fill a tire

Question

a) can one fill a tire with air on shabbat such as a wheelchair tire (identical to a bike tire) b) can one change a flat wheelchair tire (again identical to a bike tire) on shabbat. no real tools are used just a lever to help pull the tire off the wheel.

a) yes b) If it's the kind that is made to put on and off constantly, then it's OK, but I clearly am not familiar with it. AA
