I wa reading some of your posts and am confused about what exactly is the 'gzeira' of gvinat akum - i has though that it and the cholov yisrael/jewish hashgcha problem were one and the same ? Thank you.

No. Two separate things. Challav Yisrael is just a clarification that there is no non-Kosher milk in there. Gevinat Akum is an actual Gezera for one of many reasons listed in the Gemara. Even if you are certain that all ingredients are Kosher, the Gevinat Akum Gezera remains. AA
