Just point to your Yarmulka/Kippa and say, "sorry, but my religion does not allow me to shake hands with any women. I hope that I didn't make you uncomfortable." Guess what? you'll get very many people saying things like, I knew that, How did I forget that. In places where they never heard of such a thing, they'll be very curious and ask a lot of questions. The only complaint you can ever receive is that this is discrimination against women. Once they understand that it goes both ways, men can't shake women's hands and vice-versa, they can understand that it is not a discrimination, but rather a religious rule to help maintain a separation between the sexes to limit the risks of improper relations.
