Hatov VeHametiv on wine

Question

A) What conditions must be met in order to obligate one to recite the beracha of Hatov VeHametiv on wine ? For example: 1 = better quality 2 = the color (red vs. white) 3 = was not on the table when HaGefen was recited 4 = two or more are drinking the wines 5 = anything else ? B) For the sake of clarity, when do we NOT recite Hatov VeHametiv on wine ? Thank you.

We do not make this Bracha nowadays. It is too complicated, confusing and rarely relevant because of all the different shitos and conditions. CYA
