Also, I heard that apartment building boilers only refill intermittently, and that, as a result, the heating of water as a result of one's particular use of the sink is NOT a pesik reshe - it may or may not happen and is dependent on numerous unpredictable factors. According to this, the only thing you would need to worry about would be the actual admixture of cold and hot water that YOU are making when you turn on the faucet which, if I understand correctly, would not be a problem provided you don't heat the water past yad soledet. Have you heard anything about this? This is absolute GARBAGE. I you believe this you also should believe that you can't use hot water on Pesach because plumbers use bread in their pipes.
