Hot water on sabbos

In the last t'shuva of Rav Dovid Kronglas ZT"L, he talks about using hot water from a faucet. He says the same heter that you said, but at the end of the t'shuva he says since no one does it, a person should not start to use it on Shabbos. About 20 yrs ago I saw a t'shuva from RAV LAZER SILVER ZT"L in the HaPardes. He was Matir using hot water from a faucet because of P'sik Raisha D'lo nicha Lo. I don't know why noone does this, but the only reason I can think of is because Rav Moshe ZT"L was not matir it.
