Hot Water on Shabbat

Question

For many years R. Abadi held that turning on hot water on Shabbat was forbidden, but now he is having second thoughts. Can you enlighten us a bit as to why he might be changing his mind

He didn't change his mind (yet). It is in process. It's an old issue that was never finalized. When it is decided, I'm sure it will be in the next Sefer.... AA
