Kdey Shu Chai

Question

The Ram paskens in Hilchos Maachalos Assuros that bishul akum only applies to something that cannot be eaten raw (Kdey Shu Chai). There is an additional qualifier of "oleh al shulchan melachim" (from the BT Yevamos) and "dagim ketanim" (the little fried fish in BT Beitzah) I was wondering if we can say that, since nowadays fish is often eaten raw (sushi) that the rules of bishuli nachri dont apply to fish. After all, the derech is to eat it kday shu chai. Good Shabbos
