Kitniot for Ahkenazim

Question

I noticed that on 4/28/2011 CYA confirmed that one who follows the Rabbi could do away with the Minhag of Kitniot. I know the Rabbi in Or Yitzchak Chelek aleph Siman Reish says in regards to Ahkenazim cooking with Kitniot "L'Ashkenazim ein eitza v'ein t'vuna" I just wanted to clarify if I misunderstood the Rabbi's intention or if something has changed since the T'shuva was printed.
