Kitniyot

Question

Is one permitted to make a dish before Pesah that contains kitniyot, in order to eat on Pesah? Since there is as yet no issur, it seems that there is no issue of ein mevatlin issur.

If he didn't specifically make it to use on Pesach, it is OK. Good point! AA
