Kitniyot

The Ashkenazic custom seems to be to refrain from eating beans on Pesah, even if they are not cooked (e. g. string beans etc. can be eaten raw). What sense does this make? Even the five grains are not prohibited if water has not come into contact with them. Can kitniyot be more stringent than actual hametz?
