There are differences between the two for Ashkenazim. Such as no meat or laundry during the nine days but are allowed during the three weeks. However shaving and haircutting are assur all three weeks. For Sephardim, no meat, swimming or showering for enjoyment, shaving and haircutting for the week of Tisha B'av. (My father used to say no meat from Rosh Chodesh) CYA 1) Does this mean that Sepharadim may eat meat up until shavua she'chal bo ? 2) Could we perchance have a glimpse into which source he based this new psak, ie what made him change from how he used to hold ? tks
