Neros Shabbos contradiction

In the past, Aaron (AA) has said that the 18 minutes prior to sunset is not a requirement, that the lighting is to take place anytime before shkiah, and that a couple minutes prior to shkiah is sufficient for the adding on to Shabbos. Here's examples of what I mean: Example #1 --------------

Answered by Aaron AbadiThe Psak Halachah (rule)today is to stop all "Melachot" (forbidden activities on Shabbat) as of sunset. If you were to look through the entire Sugya, you'll see that. However, this 18 minutes before thing is not necessary. AA But now in the reply to Mark's quesiton on "Shabbos candles" , Chaim Yisroel (CYA) is now saying that there is indeed an 18 minutes prior to sunset requirement: "There is nothing to do now. For the future, she should always make sure to light at candle lighting time (18 minutes before Shkiya), unless you come home before that. Then she can light before Kiddush. She is not required to be mekabel Shabbos (light candles) when you go to Shul for the early Shabbos Minyan. CYA" Which is the correct current psak from Rabbi Abadi on the proper kindling neros Shabbos/Yom Tov rishon time? 18 minutes, or anytime before sunset? Also, why did CYA emphasize candles? AA (and R' Abadi's sefer Ohr Yitzchok) has said over and over that in today's day and age, the electric lighting is the main light and thus we are supposed to make the bracha on the electric light (even though we may have two candles going with it based on zachor v'shamor). Rabbi Berg and I went over this topic in our Ohr Yitzchok shiur this week. I'm just a little bit confused and I simply wanted to know which p'sak is correct according to your father on the proper neros Shabbos lighting time? Thanks as always.
