Question

Is it okay for a woman to go stockingless in the summer? I heard it is dependant on minhag hamakom-I live in the five towns, and most of my peers seem to go pantyhose-free in trhe summer. Also, I heard that ther is a halachic difference between bare legs in a regular shoe, versus a shoe where toes are exposed. Please clarify.
