Nuts about Nuts street vendor in NYC

Question

I asked the street vendor what goes into the product. She said she uses water, sugar and powdered vanilla. Is this an acceptable product to eat? I asked specifically if there was any oil or any fat and she said no. The nuts are heated up in water with sugar and powdered vanilla. Thanks
