Doesn't Rav Moshe require a mashgiach temidi for canned tuna fish, and does not rely on the government regulations?

And again, does that Mashgiach Temidi stand and see every can being made? AA I don't know. What does a Mashgiach Temidi do? What does a mashgiach temidi do by cheese making? When is a Mashgiach Temidi required?
