rice and Bishul Akum

Question

I thought if the food can be eaten uncooked it is not restricted by bishul akum. Rice is eaten many different ways, puffed such as in breakfast cereals or in rice cakes. How does this apply to rice with bishul akum. I read below, sushi from an akum is a problem because of the rice. (only Kosher fish, make sure the cutting utensils and surface is clean etc. goes without saying) The answer was to get sashimi, because there is no rice and no issue of bishul akum. Does the comment above about rice being able to be eaten in a non traditionally cooked fashion - other than cooked in a pot of water (puffed/rice cakes), is it possible rice can be considered as vegetables are, as in vegetable soup (not applicable to bishul akum because vegetable can be eaten uncooked) for bishul akum purposes now?
