second day yom tov for israelis

Question

If an Israeli is living in the Staes but would like someday to return to Eretz Yisrael, does he hold one or two days? The question is intended to adress the possibility that he will stay in the States despite his desire to return. My initial impression is that if there is even a possibility that he will stay, he should hold a second day. Thank you
