Shower followup

Question

This is a followup to your reply that one may take a shower on shabbos and the fact that the hot water heater (set below 125 degrees) heats more water is only considered a grama. If it is a grama why can't the water even be set to above 125 degrees. Either way there is a melacha de'oraisa of mavviar which is offset by the fact that it's a grama so why can't that reasoning allow bishul? Thank you for your patience as I am just trying to get a better understanding of this complex topic.
