Your question is 'since there are no simanim on the fish how can we buy it?' Does your tuna fish in the can have simanim. No! I know it has a Hashgacha. Do you think the Mashgiach sees every piece of fish that goes into each can. They are depending on the Teshuva from Rav Moshe (which is really the Gemarrah) that you can depend on government regulations. Costco and many other stores like them have the same Halacha. CYA Doesn't Rav Moshe require a mashgiach temidi for canned tuna fish, and does not rely on the government regulations?
