Is there a written Issur in the Torah about not wearing red clothes?

No, but there is a Issur (prohibition) to dress in a way that is not Tzanua (modest). A red dress that says, "come look at me," is not allowed. The same would be for bright green or whatever. There are red dresses that are softer, not as bright, and there are darker ones that are OK. Usually when a woman gets dressed, she knows what & why she's wearing what she's wearing. There was a time that wearing a red dress was Chukot Ha'Akum (the way of gentiles), but that does not apply today. AA
