1) Yes 2) No Tough question. Yom Tov is OK, because it is considered Tzorech Ketzat. Ideally it is not OK to smoke, because of health concerns. We now know that it is very dangerous & people lay in every hospital at all ages from this. In the past Rabbanim had sympathy for those addicted. It's been a long time now. People should have found a way to stop. Every time a person lights up, he is doing a sin. Think about it. Some men are addicted to other sins, can they use the "addiction" word to permit anything? AA
