Are the restrictions on travelling for the 3 weeks or the 9 days before Tisha B'Av? Thank you.

No restictions at all, except for "Simcha." "MeShenichnas Av Memaatim BeSimcha!." This does not prohibit a vacation. Aaron Abadi
